SOUTH HURON — A phone call Monday from Lambton Shores Mayor Gord Minielly means talks between South Huron and Lambton Shores regarding the expansion of the Grand Bend Sewage Treatment System are back on, South Huron chief administrative officer Roy Hardy confirmed Tuesday morning.
South Huron council was to meet Monday night to discuss the possibility of calling in the Ontario Municipal Board (OMB) for mediation between the two municipalities, but the OMB option is off the table in light of Minielly’s phone call, and Hardy said the municipalities will get back to negotiations.
Dates for those talks are expected to be determined sometime this week.
South Huron broke the news of possible OMB mediation in a press release early in the week.
The municipality stated the OMB option was being considered to settle outstanding issues that put federal-provincial funding in jeopardy.
The release states that the Grand Bend Sewage System was jointly transferred to the former Township of Stephen and the Village of Grand Bend in 2000 by the province.
Since 2001, the municipalities of Lambton Shores and South Huron have operated a joint board. In 2006, an environmental assessment was conducted to explore the possibility of expanding the existing sewage lagoons to accommodate future growth.
The Municipality of Bluewater was included in the discussions, but an agreement between Lambton Shores and South Huron was first necessary as both municipalities own the current site, states the press release. In 2008, South Huron council agreed to the expansion of the sewage lagoon conditional upon signing a service agreement. The sewage lagoon is located in South Huron, off Mollard Line.
“Updating the existing transfer order to meet today's standards for transparency and public accountability is a necessity,” Mayor Ken Oke said in a prepared statement. “Good agreements, like good fences, make good neighbours.”
The federal and provincial governments have provided two thirds funding for the $22.35 million project. The remaining one-third is to be paid by the three municipalities. Lambton Shores is slated to pay $3.41 million, with South Huron paying $2.25 million and Bluewater paying $1.59 million.
Without an agreement, federal-provincial funding is in jeopardy, according to the press release. Planning for the project continued while the negotiations continued, so an agreement could be signed before the project proceeds to tender.
But negotiations for an agreement between South Huron and Lambton Shores regarding their joint ownership of the sewage system were suspended late last week when a South Huron request to involve municipal solicitors was not answered by Lambton Shores.
But with Minielly's phone call Monday, negotiations seem to be back on track.
